API 650 Tanks in which liquid fluids are stored and designed to withstand atmospheric pressure operation, less than 18 kPa, or internal pressures not exceeding the weight of the API standard 650 ground supported tanks roof, with temperatures no higher than 93, 3 C are included in the scope of this design code.

Foundations shall be designed at least for the maximum operating conditions including the wind load. During the API standard 650 ground supported tanks water test, the total load on the foundation shall not exceed 125% of the allowable loading. If necessary, the water level during the test may be reduced below the design liquid level line so as not to exceed the 25% maximum overload (see Q.8.1.2).
