Foundations shall preferably be designed to resist the load exerted by the API Standard 620 tank and its contents when the tank is filled with water to the design liquid level. Foundations shall be designed at least for the maximum operating conditions including the wind load. During the API Std 650 open top welded storage tanks water test, the total load on the foundation shall not exceed 125% of the allowable loading. If necessary, the water level during the test may be reduced below the design liquid level line so as not to exceed the 25% maximum overload (see Q.8.1.2).

Before the start of erection, inspect each API 650 tank foundation to ensure that it is level and acceptable to receive Work. Remove temporary erection attachments welded to the interior or exterior of the API Std 650 open top welded storage tanks shell or to the bottom by arc gouging, and grind weld area smooth.

The foundation design of the API Std 650 open top welded storage tanks should meet the requirements of foundation stability and deformation, that is, the API Std 650 open top welded storage tanks foundation should not be crushed and the uneven settlement value of the foundation should be within the allowable range. The uneven settlement of the storage tank foundation should be specified in the design process of the safe allowable range, because excessive uneven settlement will reduce the safety of the API Std 650 open top welded storage tanks and cause distortion and deformation of the tank wall and bottom plate.
